The White House had made clear to Pentagon officials that President Trump did not want to see Lt. Col. Alexander S. Vindman promoted.

A handful of senators reached out to the White House to warn the president not to dismiss Gordon D. Sondland, the ambassador to the European Union who testified in the House hearings. But Mr. Trump went ahead anyway.

Emboldened by his victory and determined to strike back, the president removed Mr. Sondland as ambassador to the European Union after the White House earlier on Friday dismissed Colonel Vindman.

The official, a member of the intelligence community, was interviewed by the inspector general to corroborate the original whistle-blower’s account.
